The total charge will be simply the price of everything added up. But may include a service charge (tip already added)?
IS there anything else like outdoor table charges or city taxes that may be added to the bill that are not on the individual menu?

I have. Also been to prague before. Confusing me as far as I recall always was a service charge in all the resturaunts back in 2005. And I still tipped. Just want to be cleared up def only total of individual menu prices I should be charged. No city tax or anything else?

No - the only price you pay is the price that is given on the menu (which includes VAT).
Everything else is optional and without obligation. I won%26#39;t go into the ins and out of tipping, etc :)

How do I refuse to pay it (if that is my right)?
Is there something I can maybe say in Czech?
I hate people trying to rip me off. Don%26#39;t get me wrong, I often give good tips (out my own pocket as my friend refuses to do so) but if a restaurant is trying to rip me off they can forget it.

If there are any extra charges that you did not expect that are not properly itemised on the menu then don%26#39;t pay it and make an international symbol of dissatisfaction :)
In Slovakia at least it is the law that if a restaurant does this you are entitled to walk away without paying altogether - I think it is the same in Poland. Just stay away from anywhere that looks touristy - in fact you will get better and cheaper food and beer if you are adventurous, but it is always hit and miss, usually hit. I have never personally been a %26#39;victim%26#39; of any rip-offs (except the Four Seasons Hotel, but that%26#39;s another story) , but I speak the language and know what I am doing. As in London, Italy, Scunthorpe, France or anywhere else, %26#39;tourist%26#39; restaurants should be easy to spot :)

I do this in any country:
write down the price of ordered food; check for VAT, taxes, etc.;
If there is a major discrepancy, show your written part, ask for the manu again. Tips: Czechs tend to round it up; or they used to. Americans tend to add 15%; tip , it is up to you...
I would not dare to leave the restaurant without paying.
Do as the locals do; avoid touristy traps any any country..
